mercruiser 120hp shift controller

Hey guys I have either a C-37782A1-A2 OR B-64326A1-A3 (single handle with release button in middle) and i am having a issue with one of the plates dont seem to want to move. I am testing it without cables so i can see whats going on. The bottom plate (opposite the handle) does not move so even if i hook the cable to it its not going to move anywhere. The handle moves back and forth with button engaging and front plate moves freely and arm with cable attached moves up and down. Its just the bottom plate.

Does anyone have a clue? Am I not doing something right?
