Mercruiser 3.0lx exhaust shutter - what should it look like?

Hey everyone-

So on Bondo's recommendation, I'm deep into my exhaust system and have reached the exhaust shutter. It's there, and looks to be in relatively good condition (flexible, moves freely)- but I have a question.

Should it be in the folded position (as mine is), and water coming up the pipe "floats" it open? Or should it be opened up (as in the attached white background picture) and the exhaust/cooling water does the work of pushing it open from the boat side?

Incidentally, if it's the latter, how the heck do I get that thing off? looks like it's part of the lower pipe...

AllDodge- I have that in the manual, but I don't understand it. Does it pull out from above? Twist out? Does it need to be punched out? I just don't see it...
