mercruiser 4.2 litre diesel problems

Hi all, Can anyone give me an idea as to why my CMD 220 smokes so much with the manual cold start lever in the off position?
It does not smoke at all if it is left in the cold start position, but as soon as I flip it off, it smokes like crazy.
Also, the engine runs alot smoother with the cold start in the on position too.

I am also having a power problem. It won't turn up past 2500 rpm. I have a couple freinds who have the exact same boat, same engine, same outdrive, same gear ratio, same prop, and they can turn up to 3600 and do 22-24 mph, but i can only do 9-10 mph.
Any ideas??
Engine sounds beautiful, boost pressure is within specs, no black smoke, turns up to 4000 in neutral.

Sounds like something is wrong with your fuel system. When we're your fuel filters changed?

I assume you mean it is smoking white? Even when fully warmed up? White smoke is unburned fuel in the exhaust. Black smoke is too much fuel for the available air (rich). also, air in the fuel can cause white smoke, but the cold start thing indicates some sort of preheater (not glow plugs). Ambient air temp? Hours? Last time injectors were serviced? Timing?

new filters, new tank, new fuel lines.

With all of the new stuff any chance that you are getting air introduced?

These are generic diesel ideas. I am assuming a 220B, 5.9, mechanical fuel system.
