Mercruiser 4.3L - ignition fuse blowing

Having an issue with an inline fuse blowing instantly and with the ignition switch in the off position. Boat was running well the day before, then we had a bunch of rain that night, and next morning the boat would not turn at all. The fuse is a 5 amp fuse on a red wire coming off of the ignition breaker which is then connected by a jumper wire from the breaker to the battery terminal on the ignition switch. I have power and all other accessories are functioning properly. Ignition switch and breaker do not appear to be the issue based on testing. Is the issue most likely a wire short? Could the starter solenoid or starter motor or other component be causing the issue even with the switch in the off position? Tracing the wire for a short seems like a daunting task, so would be good to know if there are other components to test to rule out. Thank you for any advice.

Being 5A fuse and it blowing now after a heavy rain it's probably the bilge pump. Is there water in the bilge?

Thank you for the response. There was some water in the bilge, but I am able to run the pump without issue. Thus, I didn't think to check the bilge pump for any other issues.

Also is there another bilge pump
