Mercruiser 454 low RPM

I am running a 1994 Cruisers with twin 454 mercruiser inboard replaced port engine last week now rpms will not go over 3500 at wot starboard engine runs 4100 the old engine also ran at 4100 wot any ideas at a loss

were old carb and ignition reused? if so, then it is time to go back to the basics, mixture, choke, cap, rotor etc.

Believe it or not it was 2 plug wires crossed could not detect it until raising rpm to 2000 and strt pulling wire
