Mercruiser 5.0 (GM 305/4 Barrel Carb) losing power intermittantly

My 1987 Chris Craft has the Mercruiser 5.0 GM 305 motor with the 4 barrel carb. I have recently noticed a couple issues that seem like fuel starvation. The hole shot is just fine but I find that when I'm pulling the kids on an innertube and turn sharply and give it more throttle to "slingshot" them across the wake, there is a hesitation in acceleration and then just over the last couple of days I've found that after the engine has been running a while and am running at about half throtte (3200 RPM), I start getting "sags" in the power where the RPM will drop 200-400 RPM momentarily and then fuel gauge was also dropping from half to quarter and then it comes back up with the RPM's. It does this repeatedly but seems to get better if I back off the throttle.

I was guessing fuel filter issue, either the water separating or now I see that there is a filter in the carb (I never knew there was on in there and have never changed it) ?? I was also thinking maybe the fuel pump? The part that was throwing me off is the fuel gauge. I don't see why that would be affected if this was a fuel filter or fuel pump issue.

If it is the fuel pump, it sounds like I really should buy a Mercruiser fuel pump as a replacement as the aftermarket ones aren't very reliable?

If the engine is sagging and the fuel gauge is sagging at the same time, I'd be thinking electrical, not fuel. What about the other gauges? Got a volt meter/gauge? what is it saying during these issues?
