Mercruiser 5.7 Loss of Power

Greetings,
I have a 1999 Bayliner with a 5.7 mercruiser 250hp that I can't figure out the problem. It started in the begining of this boating season. It was running crappy and stalling. First thing I did was change the water filter and put in water zorb in the tank. This solved the stalling problem. I also went through a fresh tank of fuel. But now, there's still another problem. At the dock it revs and operates fine. but when I take the but when I'm underway and I go full throttle for several minutes to 40 mph and then I cut it back down to 5mph and then go back up to full throttle again, there's a total loss of power. The boat bogs down and will only go around 10mph. 10 minutes later the power returns. So this is what I've done so far:
I changed the plugs,coil and cap. I changed the water seperator once again. I also took the two barrel carb off and rebuilt it. I ebven chaecked the timing. Although it runs smoother at idol, it still has the same loss of power described as above.
I was wondering if the perhaps the fuel pump has an intermittent problem.
Any advice would be great, HELP!!!

check the fuel tank vent for blockage

check the fuel tank and pickup for debris - also check to make sure the anti-siphon valve is operating properly and the check ball is in good condition

did you change the rotor?? plug wires?? carb filter?? ingition sensor??
