Mercruiser 898 exhaust steam

I just bought a Cruisers beachcomber with a Mercruiser 898. After the engine runs for 5 min or so after the T stat opens there is what seems to be an excessive amount of steam from the exhaust out the back.
The left hose from the T stat housing to the riser is hot to the touch but the right is cold. I removed the hoses and found that the right side of the outlet is blocked off. It appears to be cast that way is this normal? I attached a picture with the item in question circled. (thanks don for the pic) Any help is appreciated.

Nope,... It's more likely full of Rust...

I could not get through it with a screw driver but I wanted to make sure that it was not suposed to be there before I removed the blockage. What is the purpose of putting water into the elbow? Thanks

Ayuh,... That's where the water Leaves the system....
