For the shifting issue, it could be a simple adjustment at the linkage on the statboard riser. Has your max rpm always been 3800? It should definitely be higher. The 350 A1 is rated at 4200-4800 at wot, and that is where it should be.

I'll have to look up what a statboard riser is. There is a cable and a plastic housing/lever mounted on the motor...that is where I've gotten it to work.

I want to say that before I had the upper gears go (I've only owned this boat since July 2011), it may have gotten to 4200. Funny thing is, mechanic said the gears that were in it were 1.30's. The new gears are 1.50's....I am sure it makes some difference.
