Mercruiser Panel Throttle Issue

I have a 1969 Mercruiser 140 HP

I am only able to get about 50% out of the engine because the throttle is already firmly at its end.

Should I replace the cable, controls, adjustment?

This is a single lever panel mounted throttle on my 1969 Mark Twain V-Sonic.

are the throttle plates opening all the way? full vertical?

there is an adj.

do you have service manual #1? that's where ya can find the procedure. pp 1B11, service manual #1. i believe #1 is available from the adults only sticky. the very 1st thread in the i/o forum.

Not sure about the throttle plates. Will check tonight. I do have the service manual #1.
