How does the cable come out of the tube at the actuater? I have the pin and big retaining nut off, but it don't come out.

Corrosion issue, try pushing it in further and back out. PB blaster
Can you rotate the end which was attached to steering arm?

I will try to lube it up, it slides out for about a foot then gets stuck pretty solid. I could loosen the tube it slides into also. I didn't want to mess with the tube but if I have to I will. Thanks.

Well that worked! It was pretty solid upon removal, sprayed some kroil in there and worked it in and out, out she came! Thanks for the advice! I honestly thought I would have to cut the cable, the thing would not turn at all, thought the cable frayed in the tube or something. New helm and cable it will be like New!
also cleaned the tube out of the old grease.
