Mercruiser Trim issue

I have a Trim switch on my remote control that control both up and down and trailer but for some reason the trim will only go up about 3 or 4 inches off the ground and won't go up far enought to trailer not sure why. I replace the trim motor, soleniods and all for other reasons.Here's a picture of my remote controller http://www.drydockboat.com/ControlSystems/MPC400PanelMount.pdf <br /><br />Any suggestions would be great.

I'm assuming after reading your profile you have a 91 Searay with a Mercruiser Alpha I Gen II drive.<br />Here is a link to the troubleshooting of your drive and trim.<br />Check page 15, sounds like it should help.<br /><br /> http://www.boatfix.com/merc/Servmanl/14/14c1.pdf

Are you depressing the trim switch all the way to get a double click to get to the trailer switch?
