What do you mean kick water? Pretty simple system . Impeller pumps water to the upper half of the drive . Goes into the hole in the bell housing , a rubber hose feeds it to the transom and then it pumps into the thermostat area to feed the engine. Usually through an oil cooler or power steering cooler first if applicable. If you have either maybe one of the coolers is clogged .

do you see water leaving the drive ? You may have missed the copper tube into the guide tube

The copper tube has a plastic one attached and when i installed the bottom to the upper i was making sure they went together in to the upper part of drive

Take the drive back off, clean all that silicon and sealer off bell housing and drive, then install the correct gasket and transfer o-ring.
