I did the water pump on motor this year, old pump was still pumping ok did it for maintenance. The water pressure at idle is 5psi goes right up when cruising to 10-15psi motor not running hot. Today at dock I notice 5psi at idle very strong pee not running hot but there are bubles coming from lower unit in water and I do not see water coming from relief holes. Is this normal to run like this?

Which 115? 3cyl, 4cyl, inline 6, or V6? There are differences between all of them.

Oh it is a 4 cylinder 2+2 motor.

After looking closely at tell tale stream, I think that there should be a reducer in hose. The tell tale have a very strong stream looking end of hose it is completely open no restriction in it.

Why do you think there should be a restriction?

As for lack of water out of the Idle Reliefs, I wouldn’t worry too much about it. The engine isn’t running Hot. Check out You Tube Videos on engines like yours, no water out of the Idle Relief either.
