Mercury 115 inline 6 carb float question

BTW, i recently posted another question about corrosion. They didn't seem to be on the same issue, but it is the same motor, so if threads need to be combined, please let me know!

I have been cleaning up my '88 Merc 115hp. It's the inline 6 model.
I have a couple of questions regarding setting the carb float.

1. When setting the float lever, the manual says to "turn upside down. Measure the distance from the face of the shoulder to the secondary level." The face of the carb has two levels. there is an outside lip, and a slightly higher inside lip. If i measure from the outside lip, it is almost perfect, at 13/32". If I measure from the inside lip, it is closer to 12/32". All 3 carbs measure the same, and also measure correctly for the second measurement(upside down with 1/4" between end of 2 levers).
Anyone know which measurement i should take it from?

2. Turning the carb tops in their working position, the needles mostly move free. The top carb needle will occasionally stick momentarily. Would that be a standard procedure to replace for you guys?

Looks right to me and the measures are good, rinse in gas to flush any oil residue and see if it changes. How corroded are these carbs that top looks kinda green to me.

merc850 I'm gonna clean the carbs pretty well. They are actually pretty clean to start with, but I'm gonna remove a little bit of residue and spray with carb cleaner and compressed air There is a green tint to the actual carbs
. Faztbullet, that is the actual Mercury service manual! I have the Seloc one too, but it's not worth much.

There are a number of steps that don't work with my carb.
-The manual says to remove the idle restriction idle tube, but on these carbs there is no way i can find to remove it. it seems deeply seated on both sides
-I tried mightily to remove the main fuel nozzle, with the exact size screwdriver, but it wouldn't budge, and I didn't want to distort it
-I compromised a couple of screws. As they are almost impossible to find, I will have to make them work, but whoever worked on this carb before really ratcheted it down. The carbs are pretty clean, which makes me think they have been worked on in the last 3-4 years

That not a Merc factory manual,can tell by wording ,fonts and layout.

I would not worry about removing the main jet. You can clean it from the outside with a spray of gumout. The idle restriction tube needs to be cleaned, but not removed. Can you get the cover off of it?

Chris1956 I got the cover off of it, though one of the plugs is a bit worn on the outside. I can get it back in, but don't want to damage it any more in doing so. I wish I could get replacement parts, but they are hard to come by for this.
Faztbullet this is the official service manual, yes?
