Don't ease into gear, unless you want to be replacing Expensive Parts like Gears and Clutch Dogs, These motors either in gear or out of Gear. a Quick and Smart movement of the Shift Lever is best. If you hear Clicking Sounds, you are shifting too slow.
Your correct Prop is determined by the RPM you attain at WOT, Your engines range is 5000 - 5500 rpm
I suspect you will get best Performance with a 3 blade 17" pitch prop. that will also load the engine lighter and you will be able to retard the Timing more to get the 600-650 idle speed. that will be a wee bit slower than a 19 at 600-650.
If the Primer Buld is not working, just replace it, you have to go to the back to reconnect the fuel line, you unhooked it to run the carbs dry. An electrical Inline pump will probably provide Too Much Fuel Pressure, when on, and add too much restriction when off. I assume that this Pump is USCG certified?
As you are learning ,a Boat is a Hole in the Water that you Continually pour Money into
