Mercury 200 20hp need to find out which year it was built

Trying to find out what year this motor is.
I know its a Belgium model but i cant find the year.
It has electric start and a blue band.
Serial number is 9195464.
Can any one give me a rough year ???

The decals clearly indicate a 1978 model.-----There were issues with upper and lower ball bearings.----Not quite hefty enough.
