When I throttle all the way down the engine will not go over 2000 rpm

you should check your compression and mayber take your carburater off and clean it

Thanks for that info, just got the boat and we are trying to work out all the kinx. Also the black electrical box on top of 3 carburetors on top of the manifold, with 3 wires coming out, was oozing, took it apart and there is grey sticky stuff all inside. What could be the problem there?

The black box is Idle Stabilizer or low speed/high speed spark advance module. Depending on which engine you have.

speaking of advance module cant find one, have 1981 200 black max and need one .is there an aftermarket part or any thing you know of.thanks jim
