Mercury 3.3 hp cooling system

I have the small mercury outboard (3.3 hp), and when I went to get it ready for Memorial Day, found that no water was circulating through the cooling system. There is some air pressure coming out, and eventually steam before I shut down the engine. Does anyone know if this is an easy fix, and how to go about it? - John

If your engine is shiftable the lower unit must be removed and impeller changed, if it is not shiftable remove the prop and w/pump hsg to change the impeller
