Mercury 40hp fuel

I have a 2001 mercury 40hp outboard, 2 cycle. Keeps flooding carb. I've rebuilt it and double checked everything.
When you squeeze bulb it keeps flowing in carb. Won't fill up bowl and shut off which to me would indicate
Back needle seat. I bought a new carb and just installed, same thing. Any ideas?

Did you adjust the float height when you were working on the carbs?

What is your engine s/n?

Yes too many times to count on float level . Have manual OT 204555 wow

That s/n comes up as:

MERCURY - ( 50 H.P. (2001 ))
Serial No: 0T204555 Model No: 1050412YN

Is your primer bulb getting firm when you pump it up or remaining soft and is it an OEM or aftermarket?

Have you checked the enricher to see if it is closed or stuck open?
