Mercury 60HP EFI is constantly draining fuel from VST

My motor runs fine on the lake. I cannot get the prime bulb to pressurize. Apparently I get enough fuel going through the VST to keep it running though. When we stop for a few minutes, the boat won’t start till I try to reprime. You can notice a gas slick on the water. In troubleshooting, the VST drain hose is expelling the fuel. I know its not the High pressure fuel pump. Could it be the float/needle valve or would the regulator be defective and seeing too much pressure just dump it back in the VST well and drain out when not being picked back up by the fuel pump? And plugging the drain hose does allow the primer valve to build pressure. Any ideas would be appreciated.
