Mercury 60hp help

Can someone please explain to me why a 4 carb system on a 2001 mercury 60hp 4 stroke would allow fuel in carb 4 and 3 but not 1 and 2 ? Carbs were all cleaned taken off 4 times already all lines/bowls etc are fine? even when priming the ball gets hard and i unscrew the drain screws in one and 2 and nothing comes out even when i keep priming?

Float levels off os install incorrectly, needle stuck and some of the early model ahd a inlet filter in the carb inlet where hose attaches that may be plugged....

Check no filter...Floats meaning not level? What if i run another fuel line to 1 and 2 can that be done?

Did you try blowing air into the fuel inlet of carb 1 and 2? (Just breathe into the inlet or the fuel line that feeds it). If the float/needle are operating correctly, you should be able to blow air into it no problem. If not, either the float is stuck, the needle is stuck, the float is not adjusted correctly, or the inlet is blocked. Those are the only things (aside from a screen filter) that I can think of that would keep fuel from entering the carb bowl.
