mercury 60hp no power

hi, i currently have a mercury 60hp on my 16ft fletcher it has been running fine all summer untill this weekend, i started the boat up and she was fine untill i tried to open her up and i could only get 25-39mph out of it when its usually 45mph the engine is opening right up, why is this??
please help

my power tilt and trim for some reason has stopped working to! the relay happily clicks away but the engine will not move!! i have no idea what has happened!

any comments would be great!!!!!
