Mercury 75 HP 12 volt Problems

My 2015 Mercury 75 HP won't start or even turn over, engine trim doesn't work just clicks at both relays.

I bought a new battery thinking it would fix the problem since the old one was 4, it didn't.

​​​​​​There is 12.4 volts at the engine and all the lights etc work. The 20 volt fuses at the engine are ok.

There are 2 more relays that match the 2 trim relays that I don't know what they are for.

I don't know what to try next, any suggestions?

The safety lanyard thingee hasn't been knocked out or lost?
the remote is in neutral?
