If the Test Tank is bigger than a Garbage Can, Maybe. The Prop needs an uninterrupted supply of water to be properly loaded, that means no Air, which happens when the Test Tank is too small
As for keeping it running, with the Cable unhooked, the linkage will move very easily at the Engine.
