I tried to set Timing based on CV16 write up “how to do without timing light” from this link

When I do set it at 21/22 (keep batt key switch ON) and advance throttle lever (without cranking) I do not get the spark at all.
A quick Q how will spark generate in this setup ? Will power be drawn from batt ?
Please advise
Unfortunately my engine is at remote location and donot have a timing light.
Just a brief on Engine
1) It’s a 2011 engine (Bigfoot 60hp 2 stroke) model no 1060452fd and ser no 1b860256
2) unused for a year plus
3) compressions are 107,113,108 (cold)
4) cleaned the carbs had lot of fuel pipe debris
5) chnaged all fuel tubes and the filter
6) rebuilt fuel pump with kit
7) new set of sparkplugs
8) spark tested and found good
9) this motor has oil injection tank and seems to work
10) tdc is at the 0 mark
11) did not check the reed valves
12) carbs are wme xk 3301-824854c (after cleaning kept idle screw at 1-1/4 open)
13) put new impeller and water now comes out from pee hole
14) changed gear oil and found no leaks
Problem
1) rough idling
2) engine dies when put into gear
3) some time when engine holds when in gear and I put wot engine not going more than 2800rpm ( I am thinking it may be timing problem)
4) in neutral and high idle it does go high rpm like 4000+ rpm
