Mercury Model 200 Lower Unit

Have a 20hp merc that came with boat. The shift lever was stuck so I took off the foot. The shift shaft on the lower unit and upper turn freely with the normal stops F-N-R. Upon further inspection of the position of these shafts it apears that they are about 90deg out of time. What could be the cause fo this. Could the lower unit be newer than the power head?

What is the serial number?

Try putting the LU and the lever on the powerhead both in neutral and re-assembing.

When I put the lower unit in forward, the missing tooth on the shift rod is to the rear. When the upper shift rod is in this location this seems to be reverse. I got The lower unit to go on all the way, but the shift lever will not move foward or backward any at all. Any sugestions?
