Mercury Opti 225 spark question

I am still trying to troubleshoot an issue with my engine not starting. I was told to check for spark so I bought one of those inline spark detectors.
My question is, should I see a spark indicate even though the engine isn't able to start?
The indicator does light but only when I go to from the turning the key from the start position to the off position.
Does this sound right?

i would try new ignition switch sounds like the stop circuit is overriding the run circuit i/e key switch is shorted to ground.

Ignition switch meaning the key switch? If so I don't think that is bad because I just took a motor off this boat and it was starting up fine.
