Mercury overheated is it cooked?

Hi:<br /><br />I have a 1990 merc. 100 hp, 4 cyl. I was trolling fo a couple of hours and went to throttle up to go home and engine quit. There was steam coming off the engine and it would not start. The next day tried to start it, the starter would engage but would not turn the flywheel, brand new battery, same thing. I can'tturn the flywheel with the rope either. mechanics tell me it's cooked without even looking at it. they say would be at least $2,000 to fix. Does it sound like it's cooked.<br /><br />I appreciate any help.<br />Thanxs

drop the lower unit to make sure that didnt lock up everything. it happened on a 77 1150 i had.
