Mercury stop circuit or switch box problem

I have a 1994 60hp (ser 0g048167)
I go to start my boat and it just turns over and over like there is no spark but there is.
But if whale I turn it over I flip the lanyard switch (the stop circuit) off and on a few times the boat will start. I have tried everything reran a stop circuit thinking it had a falt in it and no change. I unplug the stop circuit at the motor and it will not start.
Anyone have any advice, do I need to replace the switch box?

You need to replace the lanyard switch.

It was replaced a month ago and when I check it with ohm meter it works like a switch.
Could it have been a bad switch. When I take it out of the circet I still have to ground out the stop wire for the boat to start.
