Mercury XR2 CHARGING PROBLEM

I have a 150 XR2 with serial #933930 (what year is this?) that is not charging. I ran through tests in Clymer manual on stator and rectifier and both checked out ok. On my multitester the ohms read 20k 2000k etc. and in the book it says Rx1000 etc. I did get continuity readings when I was supposed to and no continuity when I wasn't supposed to so I am confident both parts are good. There is a small part on top of motor that looks the same as rectifier but has only two posts, one red wire and one yellow wire that go back down to rectifier. I cannot find anything on this part in the book. Is it a relay or regulator or what? Please help as I need to get this boat back in the water.

neckman, this is a separate voltage regulator...and probably not your problem...follow the wires from it down to you rectifier[2 yell, 1 red, 1 gray] this is your most commonly failed part...for testig purposes, you can disconnect the regulator and run the motor, looking for a voltage rise...

I tried disconnecting regulator and it did not make a difference. I did notice after hooking everything back up that it was charging a small amount. I put a digital voltmeter on battery and had 11.30 volts, with engine running at 1400 rpm I had a range from 11.86 - 12.03 volts. Please help with any suggestions.
