People will argue with it BUT in NY all boat launches and marinas are closed to recreational boaters. That happened this past weekend. It's classified as non-essential. I'm abiding by it, but I don't like it having just renewed my registration for my boat AND trailer.
I think, and could be wrong, that it boils down to a few factors:
1. Some boaters grab their Pontoon/Bowrider/Cruiser/whatnot and invite the family, friends, neighbors, ex girlfriends, etc along for a day on the water. Got a bunch of people who aren't related in very close proximity where the virus could spread.
2. Some boaters, when its warmer, enjoy rafting up with similar boats in coves. Again, lots of unrelated people in close proximity.
3. It's not like anyone who's a carrier for this lovely virus is wearing a brightly colored vest saying "I'm infected, stay away" so you really do not know if the guy who just launched his boat and coughed into his hand and then touched a railing has a cold or just sentenced you to a potential few weeks of living hell, or worse.

Not going to disagree with a word here. I'm just going to ask your thoughts on the need for this when it's still so cold? We aren't talking about Florida. How many friends do you think you're going to round up for an APRIL boat ride? There's still chunks of ice floating around on some lakes. This is about the guys that like to get out early in the season for some fishing.
I agree that your points are the logic behind it. Regardless, it really doesn't make sense if you think about it.
The USCG, Homeland Security, etc. are out in full force. If they were to witness people rafting, they could issue a ticket. Most of our ramps don't have railings anyway. What's the sense of prohibiting me from going out by myself just to fish?
In my opinion, it's all a way of forcing us to stay home and do nothing. Its to make us all very well aware that we should not come in contact with anyone.
However, we can still get takeout food. INHO, all restaurants should be closed. So the kid comes out to the car with your fish dinner and you hand him cash, and he makes change. You're more likely to get disease from his dollar bill (or him from yours) than you get sick handling a worm while you're floating out in the river.
Yes its a sad fact but unfortunately we do have other social issues at play. Closing takeout could close off a life line for people - be it suddenly homeless due to unemployment, living on the streets, etc.
There's a lot that goes into these decisions, I certainly don't have all the answers. But I can step back and see why this might have been done.

Don't know of anyone which can NOT live without restaurants but once enough time goes by, the restaurant will not reopen. All will go bankrupt, but hey no one needs a restaurant
