83 Johnson 90....boat was sitting for 3 years before i bought it. Put some gas in and it started right up. Ran great a few times on the lake. I had it running a few days ago and it ran but seemed rough. seemed like it missed a lot when idling. Went to start yesterday and it wouldnt start. Feul going to carbs looks perfect. When i took off the airbox i saw puddles of white milky substance on the bottom of the throttle body and also on the intake plenum. I am new to boats so any help with this is greatly appreciated.

water in fuel. get that fuel out of the motor. buy a new portable tank, and hose. them drain the carbs, and get it started on muffs. and let it run, for a good while, so what is in the intake and crank case will evaporate. mix you fuel 50:1.

I have 2 brand new plastic tanks installed. it was running on some really old metal ones before but ive had these in the last couple times ive run it. It also has the oil injection and i have no idea how to set that. how could water be getting in the gas? When i touch this substance its like a gel almost and is not flammable.

re-read Tash's advise, get rid of that crap before you damage it.
You might have to rebuild carbs now with new kits.

cleaned everything out. hooked up brand new gas tank with good gas. still no start. starts for a second if i spray some starting fluid in it but wont keep running. I noticed the primer solenoid leaks gas from around the red knob when i try starting it but nothing goes inside the carbs that i can see. Could that solenoid stop it from taking in any gas at all?

Yes, the red handle leaking gas on the fuel primer solenoid probably is the cause of the non-cranking. I would fix that before you go cranking the motor again because it is like having a leaking fuel line sucking air. Let us know how it turns out.:)
