Missing gasket on float bowl

Hello,
I'm troubleshooting a 1993 150hp Evinrude Intruder Spitfire, VE150GLETG. It dies when put into gear about 29 out of 30 times. I've only had the boat in the water 4 or 5 times. It's gotten progressively worse.
I pulled one of the 6 carbs to start having a look. While doing this, I noticed one carb does not have the gasket on its bowl. (this part is "0336405, GASKET, Nozzle well")
The engine idles without dying, but does seem to cough or miss predictably. What symptoms could this missing gasket cause?
While looking around today, I also saw a fair amount of black carbon buildup in the cylinders (flashlight after pulling spark plugs.) Could that also cause the stalling when put into gear? (Of course, never stalls on the muffs, only in the lake.)

Have fresh gas, Sta-bil, new fuel hoses, good compression, ran a gallon or two of gas from separate tank with a can of Seafoam.
