On what grounds?<br /><br />The state passed a law that restricts one's actions.<br />They do it all the time.<br />Seatbelts, speedlimits, building codes, vehicle towing/weight capacities, etc, are the same.

"On what grounds?"<br /><br />Usually when the government intrudes like this it is based on a knee jerk do gooder idea that was in response to some sort of accident. Once the law is implaced it is usually a bear to change it back through the legislative branch. But, the courts, as screwed up as they are, often will provide relief from a flawed law. The inherent flaw in this is that hp is restricted at all. Planes, autos, etc., are not restricted. Why were boat's singled out? The people of Wisconsin should rise up against their oppresors, throw off their boating chains and begin the revolution to bring the people's boating paradise back to the Land of the Cheese. Long Live the Revolution! :D

I forgot the part about "putting trial lawyers up against the wall to free the people from their oppressive rule". ;)

I think you will be entirely happy with a 15hp on a 14' Pricecraft especially if its a tiller motor. I have a 15hp Mercury on a 14' Misty River and it really flies especially with just one person. In Canada any boat with more than 9.9hp must be registered and there are more restrictions on young operators.
