Get a buddy to give you a hand, while he is turning the wheel, not forcing it or with a lot of pressure just turning it as you mentioned it moves halfway down, you can inspect the steering cable, most likely you will find the outside sheath is either broken or has a hole in it and the cable is pushing out of the sheath instead of turning the engine.
Give it a good visual inspection and see what you find. the few steering assemblies I have worked on required me to take the steering wheel off and basicly dissamble the whole unit to remove it from the control console.
It is not that hard of a task just pay attention to how you remove it and use some lubrication type oil on the hardware so as not to break them from torque as most of the ones I removed were corroded, but I am in a salt environment and maybe you will not have the problem in Michigan.
If you have to replace the cable I would take old cable in to the dealer to make sure you get exact replacement as there are many different types of steering assemblies and most will not interchange.
