It's possible that your tach is wrong. Connect a separate known good tach and verify your engine speed. Reason is, if it's running above idle the low speed circuit is supplying your fuel. If your timing is still hunting when cold it could be the rpm might be high enough to start the advance process. Until that's done do a cool down on your engine before each shutoff and be prepared to turn it back on &/or pop it into gear if it diesels.
Dieseling is really bad with the wet exhaust you have. It sucks water into the combustion chambers.
If everything else is perfect you can go to the nuclear option on the carb and pull out your idle tubes for a resoak rebuild. Read Cliff Ruggles Rochester Quadrajet book for a very complete "how to".
