I just read in my manual that when you are using a motor flusher the water should only be turned on slightly before starting. I'm using it on my 1979 120 merc. I have been getting water in the oil. I changed the head gasket, checked for cracks, and checked the manifold and riser. I "may" have fixed the problem, I won't know until I start using the boat. I'm wondering about the flusher causing water to get into the engine oil. If I turn the water on full blast and then go start the engine and let it idle could the water somehow get into the oil?

NO...
Chances are Slim, to None....
Excess pressure,+ water are Lost at the Muffs....

If your problem Isn't Fixed, The next place to look is on the inside of the block, about 4"s up from the oil pan rail, on the portside.... That's the inside bottom of the waterjacket...
