Motor ID

I have this 40 manual tilt mercury and cannot find the serial number tag on the jack plate or motor, all I find is a number on the freeze plug that reads 9670959 can anyone tell my what year it is from this number.

could my serial number be 11008 this number was on the tilt of the motor
