you can cut your own, we use to use old inner tube. you could have a clogged or dirty pickup tube in the tank. another thing is you float in the carb may be stuck, not allowing gas to enter with out the extra pressure of your pumping. may try a carb rebuild with new float, complete soaking 24 hrs. then blow out all orafices with compressed air. i have a '55 15hp rude such a sweet engine.
