Motor surges at low speeds in gear

What can cause a motor to "surge" or fluxuate in speed at low speeds in gear. The motor was just rebuilt - and is currently running 1.5 times the normal oil mix or 25 to 1. :confused:

surging is a sign that the alternater brushes are weak/worn or clogged fuel filter. check the fuel filter for gunk and do a test on the charging system and if the alternator is bad then that's the sourse of the intermitent power response.

Both are fine - <br /><br />surging only happens as carbs start to open - low and high speeds are smooth.
