motor tilt bracket nuts..torque spec? (picture included)

sorry, i do not know the correct term for this piece. I had to buy a used complete trim system for my 85 merc XR2. The used unit came with the motor mounting brackets so I just installed it on my motor vs having to take the brackets off the systtem. There are two brass "crush" washers and I installed them on the inside of the bracket. I could not really see where they would do any good against the nuts that screw onto the pin. I tightened the crap out of the nuts and realized the motor bracket would not tilt. (by hand, tilt ram not pinned to bracket yet). I loosened it up a little and the bracket was able to move again. The nut is a nylon lock style so I assume it will not just back off if I dont leave it super tight. Is there a torque spec for this? Did I install the washers in the correct orientation? photo5.jpg I am pointing at where I put the washer. If the picture looks funny its because the motor is hanging from my hoist, so your looking at the front of the bracket/motor that would be bolted to the transom. thanks

I looked in my manual for a 90 hp and the only torque spec for that area was the nut holding the steering cable intact in the tilt tube. The number was 35 ft-lbs. However this was for the steering cable lock nut, not the nuts on the tilt tube. You can't lock that tilt tube down gut wrenching tight or it can't move as you observed. On that, I'd say snug. You want the engine to be able to tilt up and down, but you don't want any slop I would think.
