Motor turns over slow

I have a 1990 evirude/johnson 140 I installed a new battery,new cables,I checked all connections and their clean.When i try to start it it turns over for a second then stops and the starter just spins but not the starter gear.If i take out all 4 spark plugs the motor turns over and keeps turning over till i turn the key off.Once i put the plugs back in it won't turn over ,like the starter isn't turning the motor fast eneough or it doesn't have enough juice to turn the motor over.Any Ideas??????

ok mike.... first... try to see if you can spin the flywheel freely with your hands.... if not remove the spark plugs and then try to spin the flywheel...

if you can spin the flywheel then get a new starter .....

Did you charge the new battery? Try jumping the solenoid. The contacts inside could be burn't. If it turns out to be a bad starter your local auto electric shop can rebuild it for you.

Start by cleaning all terminations until bright and shiny and tighten properly INLUDING all heavy wire grounds. 99% of start problem are caused by high resistance connections or bad wiring. Only after that is done look for other causes if problems persist.

I do have the oem manual and i have read it.Sorry to have wasted your time.

I can spin the flywheel by hand,the starter spins the motor without the spark plugs in it.I've charged the battery even tried with full charge and the battery charger on it.The only thing i haven't done was change the soleniod.I've also tried 2 different starters both i've bench tested and are fine and both do the same thing.My service manual(and yes it's the right manual) gives 4 symptoms.
a battery charge is low

b high resistance connections at the battery,soleniod,starter,or motor.

c undersized batter cables

d battery cables too long

Ive checked all these but like i've said i haven't replaced the soleniod so i will do this today. Once again Thanks for any and all your input. Mike

have you tried watching the starter while starting? maybe the bendix is dropping back to its rest position? or is the bendix not engaging all the way to begin with and under load is dropping? i know im a newbie but thought id add my two cents!! lol :)
