Motor year and h.p. verification

While looking at a motor for purchase, the seller told me that the year was a '95 or '96. Furthermore, the owner said it was a 28 H.P. as stated on the cover. First of all, how can I verify the year. Secondly, the same goes for the H.P. rating

If it's 1980 or later, it should have a model number on a plaque somewhere on the motor along with a serial number.
The model number has the make (E or J), HP, features, and model year encoded in it.

If the engine doesn't have this plaque, watch out... might be "hot"... as in stolen... and serial number/model removed.
