Did you simply try your local marina? The one I deal with here had a bucket of various sized tubes, some up to almost 5" long so I know they make them extra long. I always have trouble finding short ones that I don't need to cut. PVC works fine, I'd use some sort of ring or flare glued on to seal the ends rather than just resin. I'm not sure if resin will actually bond to the PVC tube. 5200 sealer may be a better choice if your just using straight PVC tube.
How high the motor is mounted should be determined by the height of the anti Ventilation plate vs. the bottom of the boat.
