I was researching the internet and there used to be a company in the US that made kits a long time ago but it doesn't exist anymore REO Trollabout was the name of the kit. Thought this was interesting. I attached a pic I found in another forum.

I am totally getting what you want to do. The BS Vanguard is a pretty good engine but you would need to have either a belt or gear reduction to swing a 16" propeller
or you would never be able to get that engine to turn any sort of "correct' RPM. (which to work correct would be around 3600 at WOT)
Just off the top of my head, you would need at least a 2:1 reduction (maybe more) The Surplus Center
Surplus Center and others have reduction gear boxes that are shaft mounted, right angle etc and pulleys, and clutches ......
If it were me, I would use an offset (prop) shaft and a double sheave belt reduction and an electro-magnetic clutch (like the clutch used on a lawn-mower deck drive) . You would need a belt reduction because you would need to experiment with different size pulleys to change the reduction to match the (fixed) prop diameter and pitch.
My 22HP John Deere has an electric clutch to drive the 60" 3 blade mower deck similar to the following
12 VDC TWO A-BELTS CLUTCH (FITS 9-1737 & 9-1738)
You would mount that clutch to the prop-shaft and vary the size of the crankshaft pulley for the correct reduction.
Understand, NONE of this project will be very cost-effective. It would be MUCH cheaper to just buy a small used (2 or 4 stroke) outboard motor and go boating.
OTOH, If you want to do a one-off cool project, then of course, money is no object!!
