mounting J50 to transom

Hello All
have a newly acquired J50 and I have a few mounting questions. It appears that the bracket is supposed to be bolted thru the transom. The arms on the bracket that hang over the inside of the transom are not very long and don't have the "adjusters" that I had on my Evinrude 28 bracket. There is a large hole drilled thru the lower end of the bracket arms that hug the outside of the transom, these lower holes appear to have been threaded at one time. Near the top of the arms there are 4 holes running vertically on each side plus another single hole roughly parallel with the 1st of the 4 holes on each side. These last holes do not appear to be "factory".
Is there a pattern or scheme for deciding which holes to use?
The width of the bracket is 2 3/4", my transom is 2" thick. Are there spacers or a pad for this situation or should I fabricate a pair of 3/4" spacers (pad)?
Is a rubber transom pad appropriate for this install?

No idea what you're writing here.
The bracket get bolted to the transom, its one sided, has no thickness.
You need a steering coupler arm to hook the steering up to the steering cable.
If you go to a boat ramp or marina ,take a look at how its done and see what you need.
