I would ask the Lake gurus what they would do ,me I would do the pressure washer deal ,gas power one with a longer wand to get as close to the bottom as possible...

try a good gas pressure washer, and get the tip a few inches from the bottom.

for a long-term solution, do you think a jetty or dike would work?
if there is a current sweeping mud down, put the jetty upstream of that. any you will get more earth on the upstream side, and less on the downcurrent side.
at least that is how it work at the ocean, in ocean city, md. that is how the keep many inlets open
