Multiple Issues...Don't know where to start?!

OK...just recently purchased a 1975 Evinrude 4HP Model 4536. Borrowed the motor a few times before purchasing and it ran great. Motor seemed clean and in very good condition.
Once I purchased the motor, I then purchased a new 3 gallon gas tank, it already had new fuel lines. Put in the 50:1 fuel mixture. I then started experiencing one issue after the other. Pull cord difficult to pull...WD 40 fixed it. Now, I can't get the motor to turn over. I ran it a few times in the driveway with water. Just a week ago I had her on the water and it was running at half power until I got back to the dock. I played with the fuel line, the spark plugs...cranked her up and it was running fine. At this point, very frustrated as I do not know where to start. I am not very mechanically inclined and at this point thinking of bringing it to a service shop to fix it.
What to do...where to start? And is this something I should take on?

Most of the time these problems are one of two issues. Start with the carb, they get crapped up very quickly when left sitting. A good cleaning and maybe simple rebuild, from there I would go to the points, see how they look and clean/ regap, also eyeball the coils if one looks bad it may be bad. If none of that works do a compression test. This is a good starting point, that reqires some basic tools. From there you can decide if this is something you want to do. Ronnie ps. When I took apart my first outboard it seemed like an impossible task to fix, now I rebuild and restore them for fun and can assemble them in my sleep.

Carb was already rebuilt when I purchased motor. New fuel pump as well. I already re-gapped the plugs to .30 and they still look clean and in good shape. Not sure about compression...any easy way to check that? One other thing, does the fue line need an inline filter? Mine does have one.

Decided to not to attempt any repairs myself...dropped it off at a local shop.
