my 89 omc 5.7L spits studders and bogs bad when under a load. please help

hey guys I have been working on my boat it hasa 5.7L omc motor and cobra outdrive. she runs excellent in the drive way on a hose and revs up great. when I put it in the water for a sea trial. she starts right up runs great in neutral but when I put in into to gear at low rps she is fine but once you put some pressure on the gas she doesn't like that and gets spuddery and like its starving for fuel. I drained the tank and put new gas in changed the canister oil type fuel filter and fuel line from tank to filter. any suggestions here or a good reliable mechanic in the Hartfort ct area I could bring it too.
any help would be greatly appreciated

Sounds like a carburetor issue, take it off and clean it good. Make sure all the jets are free of debris and the accelerator pump pumps.
Set timing also in the 5-6 range btdc #5. I guess your shift helper could be cutting out the engine if the cobra has that. Does it eventully rev up

didn't realize there was a small fabric fuel filter going into the carb. it was completely gummed up. replaced boat runs like new.
